Between Conquered and Contested Spaces: Feminist Foreign Policies in Europe and Latin America and the Caribbean

Between: Feminist Foreign Policies (FFPs) are not a new concept. For over a decade, several countries in Europe, Latin America, and the Caribbean have been designing and implementing feminist principles in their bi-regional and foreign cooperation policies. However, the more transformative objectives of FFPs, such as overcoming structural inequalities, remain a significant challenge and raise questions about their effectiveness and scope.

This policy brief provides an overview of the progress and commitments made by countries such as Colombia, Spain, Slovenia, and Mexico in adopting feminist foreign policies. It also encourages reflection on the need to reconceptualise FFPs in order to adapt them to a constantly evolving international context marked by various challenges. Key contributions of FFPs are highlighted, such as the promotion of a culture of international solidarity in response to violations of women’s rights and sexual dissident rights, the recognition of feminist movements and women’s organisations, and the mobilisation of funds to strengthen support for these organisations. The brief also addresses issues such as the fight against gender-based violence and the recognition of care work in the context of human mobility.

However, the document does not overlook the persistent challenges. The erosion of international consensus on the protection of human rights, debates about the pacifist approach of FFPs, the resurgence of anti-rights movements, and the lack of funding for feminist movements globally are factors that could limit the transformative impact of FFPs.

The document concludes with strategic recommendations for incorporating a feminist perspective into bi-regional cooperation and the EU-CELAC strategic partnership, as well as recommendations for organisations in both regions and suggested readings. Among the suggestions are fostering intersectional alliances, diversifying funding sources, supporting the self-organisation and leadership of migrant women.
